If there is a potential roll out of a product, the government will 'suggest' which companies will provide machinery to the company that is the intended leader. Can you imagine Amazon, Apple, and others working together to produce a up and coming product? The end result, the government gets more money. China also places a Luxury Tax on 'foreign' products being sold in China, so that it will entice the Chinese citizens to buy "Chinese made" products. They even look at Apple products as foreign products, becasue Apple is a US based company.

At the time the retail price of such a phone was $300-$400. No mobile phone on the planet (at the time) cost more then $20 to make, and the most expensive single component was (and probably still is) the battery.
